When it comes to SEO and SEM, many people seems to be confused a bit, and considers generally them to be the same. But, both are different terms and conveys different meanings. To be more specific, SEO(Search Engine Optimization) comes within the SEM(Search Engine Marketing).

To start from the scratch, SEO or Search Engine Optimization is the way to optimize the website in an Organic way so as to make it search engine friendly and increase the visibility, traffic and therefore the business of the site. Webmasters use many SEO tactics for the optimization of the site, to name some of them;

Having "Keyword" rich pages (Content Optimization)
Having "Keyword" rich tags (Meta Tags Optimization)
Having "Keyword" in the domain, etc.

SEM or Search Engine Marketing is a broader term. It combines all the elements of marketing the website, including the search engine optimization. To be specific SEO is a subset of SEM. The following are the SEM(Search Engine Marketing) techniques, used for websites;

Search Engine Optimization
Directory Submission
Article Syndication
Social Media Optimization
Pay Per Click (PPC)
Website Analytics
Feeds Distribution, etc.

The main thing is to generate traffic to your site and that too the relevant traffic, by using the above mentioned techniques.
